FRACK WASTE FACILITIES JANUARY 2015- JANUARY 2016 NOT NOTED IN PREVIOUS LIST

 

1. E&R Energy Services, LLC

“Facility will receive brine and other waste substances associated with the exploration, development, well stimulation, production operations, or plugging of oil and gas resources. The E & R Norwich Facility will also be a clean-out and washing facility for trucks and vessels that contain residue related to oil and gas production operations.”

“The brine and other waste substances will be processed to separate the solids from the liquids. The liquids will be collected and stored on site until transported to a Class II injection well for disposal. The settled solids will be removed from the storage tanks and taken to an approved facility for solidification prior to lawful disposal. Technically enhanced naturally occurring radiological materials (TENORM) received or generated from processing of the materials managed at the facility will be handled in accordance with the Radiological Protection Plan (RPP) provided by E & R Energy Services for the E & R Norwich Facility.”

 

2. PETTA Enterprises, LLC Ohio

“Facility will be a cleanout facility for truck and vessel residue related to oil and gas production operations. The proposed PETTA Cambridge Facility will also have the capability to process and
temporarily store brine and other waste substances associated with the exploration, development, well stimulation, production operations, or plugging of oil and gas resources for reuse or for disposal at permitted injection wells. PETTA will solidifY residual muds, sludge, or other oil and gas waste substances for transportation from the PETTA Cambridge Facility to licensed solid waste facilities for disposal.”

“The brine and other waste substances will be processed to separate the solids from the liquids by
processing the solids through a centrifuge and then further dewatering the solids through a chemical flocculation process. The liquids will be collected and stored on site until transported to a Class II injection well for disposal. The settled solids and semi-solids will be further solidified by adding lime in secondarily contained bins. Technically enhanced naturally occurring radiological materials (TENORM) received or generated from processing of the materials managed at the facility will be handled in accordance with the Radiological Protection Plan (RPP) provided by PETTA for the PETTA Cambridge Facility.”

“residual brine and other waste substances associated with oil and gas will be removed from trucks and vessels, and will be temporarily stored on-site in closed vacuum boxes for transportation off-site for lawful disposal. There is no on-site processing or solidification of the accumulated solids or liquids. Technically enhanced naturally occurring radiological materials (TENORM) received or generated from processing of the materials managed at the facility will be handled in accordance with the Radiological Protection Plan (RPP) provided by Clear Creek for the Clear Creek Facility.”

“The Wellsville Facility will accept used drilling muds and recondition them for reuse in other drilling operations. The mud mixing vat and the mud above ground storage tanks are located within concrete secondary containment. Residual liquids or solids that may need disposed of shall be sampled and analyzed in accordance with the Anchor Drilling Fluids USA, Inc. Radiological Response Action Plan dated June 2015 “

“The West #1 H Facility will treat flowback and produced waters from XTO wells for reuse in stimulation operations for XTO wells. The waters will be chemically treated for pH, disinfection, flocculation and clarification, and then processed for separation of solids, oil and grease, and other
chemically bound contaminants. All settled and accwTIulated semi-solids and solids from the wastewaters will be stored in sealed roll-off containers prior to being transported for either lawful disposal at a landfill or solidification at a facility authorized under R.C. IS09.22. Technically enhanced naturally occurring radiological materials (TENORM) generated from the recycling processes at the facility will be managed in accordance with the Radiological Protection Plan (“RPP”) provided by XTO for the West #1 H Facility.”

“On June S, 20 IS, Division representatives witnesses several test pits being constructed at the Goff Storage Facility. Quantab evaluations were performed at these and other locations around the facility. The results of the Quantab evaluations showed evidence of a brine release, and visual observations showed evidence of hydrocarbons. The Division determined that a sump located in the secondary containment had a compromised seal between the sump structure and the secondary containment liner.”
